August 4, 2003 10:07 a.m.

Monday found Typhoon Morakot bearing down on the southeastern
mainland of China. Before daybreak, EDT, the heart of Morakot was
nearing land within 30 miles northeast of Xiamen. Highest winds about
the storm were about 75 mph; headway was towards the northwest at 20
mph. Morakot was soon to be inland, cut off from its feed of energy,
will break up quickly. Its clouds and rains, at least briefly and
locally, will quench the stifling heat which has gripped southern
China since the start of July. Last weekend, the storm made landfall
near Taitung, Taiwan, crossed the southern end of the island, then
went seaward once again in reaching the southern Formosa Strait.
Morakot, in its tangle with Taiwan, unloaded rainfall of 12 inches at
Taitung, and 9 inches at Heng Chun. Late-week rainfall on Itbayat,
one of the Batan Islands of the Philippines, was nearly 12 inches.

Tropical Storm Etau, as of early Monday morning, EDT, was
building in strength over the western North Pacific Ocean. The core
of this big storm was over the open Philippine Sea some 700 miles
west-northwest of Guam. Moving towards the northwest at about 18
mph, Etau packed highest sustained winds of 60 to 65 mph. Forecast to
build steadily to a powerful typhoon, Etau was seen as an open-sea
storm for at least another 48 hours, but then to become a threat to
southwestern Japan, which it would approach from the south.

It's been excessively hot in Iberia lately, and beginning last
weekend, the heat built into the heart of Europe. Monday, the most
severe heat was tucked between the Sierra Cantabrica and the Costa
Verde in northern Spain. Bilbao reached 115 degrees -- 43 degrees
above the average high -- early Monday afternoon. Southwestern France
had 106 degrees at Cazau Pond, and 104 degrees at such cities as
Toulouse, Agen, Pau and Biarritz. The 100-degree mark reached
northward in France to Bourges, and Paris sweltered at more than 95
degrees. Readings in the upper 90s were observed in southwestern
Germany.

At Kuwait City, breezes wafted sauna-like heat and humidity in
from the Arabian Gulf. Apparent temperatures were nearly 130 degrees
at mid afternoon, Monday.
