The latest western Pacific tropical cyclone, "Morakot",
strengthened into a minimal typhoon early Sunday morning, EDT.
Morakot was centered near 21.6 degrees north and 120.7 degrees east, or
about 30 miles south of Hengch'un, at the southern tip of Taiwan.
Winds were sustained at 75 mph with gusts up to 95 mph. Overnight
Saturday, Lan Yu, a tiny island just to the southeast of Taiwan,
reported sustained winds of 40-50 mph for several hours along with
downpours which brought over 4.00 inches of rain. The storm was moving
west-northwestward at 14 mph. It will remain on this course, passing
just south of Taiwan, then make landfall somewhere between Shantou
and Xiamen on the southeastern China coast Monday night, local time.

The active waters of the western Pacific Ocean spawned a new
tropical storm, "Etau", early Sunday morning, EDT. Etau was located
near 13.5 north, 138.8 east, or about 405 miles to the west of Guam. The
minimal tropical storm had winds of 40 mph with gusts to 50 mph and
was headed toward the northwest at 13 mph. Conditions are favorable
for further development and Etau may become a typhoon early this
coming week. It is expected to track across the northern Philippine
Sea, perhaps very close to the Daito Islands, then recurve south of
Japan later this week.

Late last week and this weekend, unrelenting heat grasped much of
the Iberian Peninsula. Friday was the hottest day, when Jerez de la
Frontera, Spain soared to 113 degrees versus an average high in the
middle 80s. Sevilla reached 118 degrees. Other Spanish hot spots were
Caceres at 107 degrees and Granada at 105. In Portugal, the heat was
just as fiery. Evora surged to 112 degrees. Lisbon's high of 108
degrees was about 30 degrees above average. Castelo Branco and Coimbra
reached 107 and 106 degrees, respectively. Across the narrow Strait of
Gibraltar, northern Morocco had highs of 110 degrees at Tanger and 112
at Larache; both readings were 25-30 degrees higher than the
climatological mean high. Since Thursday, Madrid, Spain has recorded 3
straight days of 100 degrees or higher, topping out at 104 degrees
Friday. The last time 3 consecutive days of 100-degree heat was
recorded there was August 9-11, 1998. The longest 100-degree heat wave
of recent memory was 8 days in a row, occurring July 17-24, 1995.

Most of China's populous heartland, from the tropical south to the
middle North China Plain, has sweltered in oppressive, even
life-threatening, heat this past week. Each day, mid-afternoon apparent
temperatures have been 115 to 130 degrees over an area home to
hundreds of millions of souls. Nighttimes have "cooled" to a muggy 80
to 85 degrees in many instances. Friday to Sunday, the apparent
temperature topped out between 115 and 125 degrees at Shanghai, thanks
to sultry 100-degree heat.

At the Syowa station, East Antarctica, a severe blizzard raged for
nearly 48 hours as of Saturday morning, EDT. The storm featured
sustained winds of 55 to 85 mph, unending whiteouts in snow and
blowing snow, and temperatures in the teens. A blizzard also hit
Mirnyy, where temperatures hovered a few degrees below zero and winds
blew at around 30 mph.
