July 30, 2003 10:08 a.m.

Early this week, showers and thunderstorms left heavy rainfall in
parts of central Europe, specifically from Poland to Czech Republic,
Slovakia and Hungary. Two rainy standouts were Torun, Poland, and
Sliac, Slovakia, where rainfalls were 2.9 and 3.8 inches,
respectively, as of Wednesday morning, local time. The mean July
rainfall in Torun is 3.2 inches and in Sliac, about 2.6 inches.

Lishui, Zhejiang, China, heat to at least 106 degrees Wednesday.
Thus, of the last 31 days, 28 have head 100-degree heat (this stretch
began on the last day of June) and the days that topped out short of
100 reached 99 degrees. Far from being confined locally, the stifling
heat has oppressed the southern half of China's populous heart for
nearly all month. Moreover, it has spread north to invade much of the
fertile North China Plain. Here, so far this week, 100-degree heat and
80-degree dew points have made for apparent temperatures of 120 and
even 130 degrees.

Anomalous heat has dominated most of Europe this month and has
been especially so in northwestern Russia. At St Petersburg, the
monthly departure from average is more than 11 degrees, and the last
three days have reached the upper 80s -- 20 degrees above the mean
high for this time of year.

Cox's Bazar, Bangladesh, collected 8.6 inches of rain within
about 18 hours as of Wednesday. Rainfall for the week has been 14.5
inches.

Much of British Columbia, Canada, sweltered Tuesday. Indeed, the
heat wave began last week, but the inland southwest of the province
waxed abnormally hot early this week. At Pemberton, highs of 101 and
103 degrees were set Monday and Tuesday, respectively. At Lytton,
respective highs were 102 and 104 degrees. Even Whistler, home to a
well-known ski resort, registered at least 95 degrees Tuesday.
