March 22, 2004 6:12 p.m.

Powerful Tropical Cyclone Fay is loitering over the Timor Sea off
northwestern Australia. Late Monday afternoon, EST, Fay is 300 miles
northwest of Broome, Western Australia. Drifting westward at 6 mph,
Fay packs top sustained winds of about 135 mph. Fay, with its violent
winds, is forecast to hook towards the south over the next one to two
days; such a path would ultimately lead to landfall in northwestern
Australia.

Far to the south of Cyclone Fay, and to some extent tied to it,
blistering heat baked the far west of Australia. Hot easterly winds
off the desert outback burned Perth, where a high of 107 -- 27
degrees above average -- was set. Sunday's high was 104. There were
hot spots to 110 degrees in the western reaches of the vast state of
Western Australia.

Another heat wave Monday was underway in Asia from the plains of
southern Pakistan to the northern Indochina Peninsula. Much of India
sweltered amidst 100-degree heat, much as it did right through last
week. Delhi, for instance, topped the daily average by 24 degrees
with Monday's high of 103. Sunday's 101 was the first 100 of the
year. Hot spots on the Indian Subcontinent registered about 110
degrees Monday. In Myanmar (Burma), readings to at least 105 degrees
were registered, and western Thailand hit at least 103 degrees.

Things have begun to heat up over northwestern Mexico. At Choix
in northern Sinaloa state, the last three days of the week registered
respective highs of 101, 103 and 104 degrees, or about 20 degrees
above what is often reached this time of year.

Tropical Cyclone Grace is fading over the Coral Sea. Late Monday
afternoon, EST, Grace is 495 miles west of Noumea, New Caledonia. Its
highest sustained winds down below 30 mph, Grace is drifting towards
the southeast at 11-12 mph. Grace is forecast to follow an open-water
track for the next two days while slowly dissipating. Meantime, gales
about the western flank of Grace Monday churned the western Coral Sea
nearly to the Queensland coast. Low-lying keys westward to the
southern Great Barrier Reef observed sustained winds of 35 to 45 mph.

Maritime warmth from the Pacific Ocean has lately penetrated the
arctic shores of eastern Siberia. Mys (Cape) Shmidta, Chukotka, set
consecutive daily highs of 38, 42 and 36 degrees Saturday through
Monday. The mean daily high is about 3 degrees below zero.

Snows Sunday into Monday piled up a fresh 13 inches over Goose,
NF, Canada.

Unusual March downpours have hit portions of the Southeast Asia's
Malay Peninsula in recent days. One site, Surat Thani, Thailand,
collected 3.8 inches within 72 hours as of early Tuesday morning,
local time. The average rainfall for all of March here is only about
0.5 of an inch.

A storm brought soaking rain to southern Japan Sunday to early
Monday, local time. Rainfall of 1-2 inches within 24 hours was
widespread across Kyushu. Parts of southwestern Honshu and western
Shikoku also saw rainfall on this scale. Miyazaki, Kyushu, however,
was drenched by nearly 3 inches of rain from this storm.
