March 19, 2004 6:33 p.m.

Tropical Cyclone Fay is building in strength over the Timor Sea
near northwestern Australia. Late Friday afternoon, EST, Fay is
centered about 165 miles north of Kuri Bay, Western Australia.
Drifting westward at only 3 mph, Fay has highest sustained winds of
nearly 105 mph. Further strengthening of Fay is foreseen within the
next two days as the storm undertakes a southwesterly track.

An un-named tropical storm continues to lurk a short distance east
of the Philippines. Late Friday afternoon, EST, the storm is centered
over the Philippine Sea roughly 70 miles east of Samar Island, and 405
miles east-southeast of Manila. With top sustained winds of 40 mph,
the storm is heading towards the northwest at 6 mph. This storm will
be near the eastern Philippines for the next day or two, and its core
may cross land.

Another day, another dousing; so it is Friday in Cairns,
Queensland, Australia. Rainfall was 4.8 inches within 12 hours, 13.2
inches over 60 hours, and approximately 25 inches since the rainy
stretch began 8 days before. For the month thus far, rainfall has
reached 30 inches, or nearly twice the average monthly rainfall for
this rainy tropical city.

The average of four straight bitterly cold nights was a bit shy
of 60 degrees below zero at Zhilinda, republic of Sakha, Russia. This
was good for about 30 degrees below average. Far to the east, but in
the same vast Siberian republic, strong southern winds bore Pacific
"warmth" nearly to the Arctic Ocean. Highs near 30 degrees were set
at Cherskiy and Zyryanka; this was about 30 degrees above average for
the end of winter.

Its been a warm week over much of Europe. Highs of 70 and even 75
degrees were set over a wide area northward from the Alps Wednesday
and again Thursday. Friday, spring was in the air over Poland, where
Przemysl, a southeastern site, warmed above 70 degrees -- and 30
degrees above average for the date.

A serious heat wave has set in across the Indian Subcontinent.
Much of India and the southern plains in neighboring Pakistan have
registered 100 to 105 degrees this week. Highs of 10 to 15 degrees
above average have been common.

Much of northwestern Mexico away from the Pacific coast and the
Sierra Madre Occidental has sweltered this week. In Sonora, daytime
readings in the upper 90s have been registered daily in the city of
Hermosillo. Friday was no different -- the temperature was near 100
degrees by early afternoon, local time. The average high temperature
here during this time of the year is in the lower 80s.

Friday saw gales rip much of England and Wales as well as parts of
Ireland. Gusts reached 65 mph on England's Isle of Man in the Irish
Sea and were above 60 mph at Tees-Side and, in Wales, at Valley.
Highest gusts were 50-55 mph in many other spots in England, including
Liverpool, Leeds, Bradford, Humberside, Cranfield, and Biggin Hill, a
site just 12 miles southeast of central London. Moderate rain
accompanied the strong winds.
