February 24, 2004 6:01 p.m.

Erzurum, in the mile-high heights of eastern Turkey, early
Tuesday set a low of 24 degrees below zero. And this with a snow
depth of 43 inches, more than 30 inches of which fell in a storm that
ended early Monday. The minimum was about 35 degrees below the average
for the date.

Tuesday, harsh, cold, powerful winds swept over the southeastern
half of Mongolia kicking up much loose dust and snow. Sustained winds
to 60 mph were observed.

Winds of 70-90 mph Monday blasted Russia's arctic islands of
Novaya Zemlya. At the time, temperatures were below zero, and wind
chills, 40 and more degrees below zero. Tuesday, winds were down in
speed to between 40 and 50 mph.

Cyclone Ivy, over the southern Pacific Ocean, is a growing and
potentially very dangerous storm. Late Tuesday afternoon, EST, Ivy is
over the western North Fiji Basin within about 70 miles northeast of
Espiritu Santo, one of the islands of Vanuatu. Ivy is also 185 miles
north of Port-Vila, the nation's capital. Ivy is drifting towards the
southwest at 9 mph with highest sustained winds near 100 mph. Ivy is
forecast shortly to swing southwards while strengthening further.
Thus, Ivy is seen to be a serious, imminent threat to the island
nation of Vanuatu.

Monday, Trelew, Argentina, in northeastern Patagonia, set a high
of 105 degrees. This was about 25 degrees above average and amongst
the world's highest readings of the calendar day.

Eastern Mexico was host to some hot spots on Tuesday. In the
state of San Luis Potosi, 100 degrees was reached at Tamuin; this
mark was 15 or more degrees above average. On the Yucatan Peninsula,
the city of Merida was also near 100 degrees late in the afternoon.

Meanwhile, winds were howling at 50 mph sustained late Tuesday
afternoon in the central Mexican city of Zacatecas.

Tuesday, some cloudbursts broke over central Brazil. In eastern
Mato Grosso, the town of Canarana was doused by about 4.7 inches of
rain with 4.0 inches of this coming in only six hours from morning to
early afternoon.

The Samoan island of Upolu was pelted by downpours early Tuesday.
Rainfall at the Faleolo airport was 3.9 inches, mostly within six
hours.
