[STORMREPORTS] AccuWeather World Weather Highlights Saturday, Feb 21

February 21, 2004 4:13 p.m.

High winds Friday and Saturday churned up severe, widespread dust
storms over much of Algeria. High winds from the south and southwest,
some above 60 mph, blew from the Saharan hinterland through the Atlas
Mountains to the Mediterranean shore. Many weather observations
showed sustained winds of 40 to 55 mph with persistent, immobilizing
visibility down to a few tens of yards. Bothersome dust was plentiful
along the relatively green, well-watered and populous coast. Of
interest was the freakish warmth: seaside Bejaia saw readings hover
near 80 degrees through the night with the low being 79, or nearly 35
degrees above average. The warmth stemmed from the southerly winds
blowing out of the Sahara and down-slope from the Atlas. Meantime,
some of the dusted filtered over the open sea to mingle with rains
falling in western Italy, eastern Spain and southern France.

Direction, direction, direction. With respect to wind, it is
especially fundamental in determining temperature in areas of
geographic boundaries. Take Melbourne in the Australian state of
Victoria. The climate here has inputs from the ever-chilly Southern
Ocean, lying out its "front door", but also the sear and sometimes
blistering "outback" to its rear. Friday, northwesterly steering
winds together with a ready pool of fiery heat lying inland made for
a 105-degree afternoon; the average high of 77 degrees was swept
aside. Winds shifted to southwesterly (as they are wont to do at
Melbourne following a cold front), and Saturday, the temperature
failed to climb out of the 60s.

Withering heat Saturday reached the outskirts of Sydney, New
South Wales, Australia. Richmond registered about 110 degrees before
a "cool change" wafted in from the southeast, or the direction of the
cool Tasman Sea. Sydney's core, however, was spared the brunt of the
heat, as the high was about 90 degrees at the main airport which lies
near the shore.

Warming, downcast "foehn" winds Friday night and Saturday played
along the northern side of the high Alps. This chinook-like winds
coaxed the temperature above 60 degrees, and to about 20 degrees
above average, at Vaduz in tiny Liechtenstein. These warming, drying
winds were also felt at Innsbruck and Salzburg, Austria.

Since Thursday, windswept rains have pounded Islotes Evangelista,
off far-southern Chile. During this time, sustained wind speeds have
averaged 45-60 mph and rainfall has totalled nearly 6 inches.
