February 3, 2004 6:24 p.m.

Late Tuesday, Cyclone Elita is inland after a landfall near
Morondava in western Madagascar. At landfall, the storm's strength was
reckoned to be that of a minimal hurricane. Late Tuesday afternoon,
EST, Elita is 220 miles south of Antananarivo with highest sustained
winds of 50 mph. Elita is headed towards the east-southeast at 11-12
mph. By Wednesday morning, Elita is likely to return to sea off
southeastern Madagascar, so there will be further life as a named
tropical cyclone for this storm. Elita unleashed flooding rains and
destructive winds. One observation of rainfall showed 18 inches within
one day at Maintirano well north of the landfall. And, the island of
Juan de Nova, which about one week ago was swamped with 28 inches in
two days by Elita, picked up another 12 inches of squally rain within
three days ended Tuesday.

Frank, an open ocean cyclone, is strong but slowly weakening over
the South Indian Ocean. Late Tuesday afternoon, EST, Frank is 875
miles east of Mauritius, and 775 miles south of Diego Garcia, British
Indian Ocean Territory. Frank still owns highest sustained winds of
about 115 mph; it is headed towards the south-southeast at 5 mph. Frank
is of no immediate threat to any land.

Tuesday was warm and spring like right across northwestern
Europe. Throughout the United Kingdom and Ireland, temperatures 55 to
60 degrees by early afternoon were the rule. This held true eastward
to Netherlands, Belgium northern France and much of Germany. In
northern Scotland, Aberdeen and Kinloss each registered 60 degrees,
more than 15 degrees above average. Also near 60 were Londonderry
(Derry) and Belfast, Northern Ireland, and Liverpool, England, saw 61
degrees. It was a wind-swept warming, though, as Tiree in outer
western Scotland clocked a 66-mph gust.

It's been unusually hot lately in parts of New Caledonia, a South
Pacific island nation administered by France. At the Tontouta airport
near the capital city, Noumea, for example, highs of 96, 100, 98 and
98 degrees were registered, respectively, on Saturday, Sunday, Monday
and Tuesday. On average, daily temperatures rise to a peak of 86
degrees during January and February which are the warmest months of
the year.

Southwestern Borneo has been hit by scattered cloudbursts early
this week. At Ketapang, Indonesia, for example, downpours left 3.9
inches of rain within six hours early Monday. Twenty-four hours later,
soaking showers dropped 4.7 inches of rain, also within six hours.

Tuesday was even hotter than usual over the interior of Indochina.
Highs in the middle and upper 90s were set throughout Thailand as well
as in southern Myanmar (Burma), Laos and in much of Cambodia. Many of
these same areas were oppressively humid with dew points in the 70s.
In Thailand, Kanchanaburi soared to 101 degrees, a high temperature
that would be fitting in March or April, the hottest months of the
year here, but not in early February. In Bangkok, afternoon
temperatures in the lower and middle 90s combined with dew points as
high as 82 degrees to yield suffocating heat. The AccuWeather RealFeel
Temperature (tm), an index measuring how the weather truly feels to
the human body, held above 110 degrees for more than six hours and
peaked at 117 degrees.
