Here is an update:
http://www.cnn.com/2003/WEATHER/01/04/europe.deluge/index.html

"Winds in the region were gusting at up to 200 kilometres (120 miles) per
hour, officials said.

Flood alerts also were issued across the Czech Republic, with rivers
swollen by melting snow and roads flooded.

Belgium, swamped by the worst floods in nearly a decade, put its army on
flood alert as many parts of the country came under almost a metre (three
feet) of water.

In Romania, floods caused by melting snow killed three people and destroyed
hundreds of homes.

Germany's Munich Re, the world's biggest reinsurer, saw the cost to
insurers in Germany of storms that struck the southwest of the country on
Thursday rising as high as 650 million euros ($675 million)."
