"SOFIA, Bulgaria - Strong winds and blizzards forced closures of the main
Bulgarian and Romanian Black Sea ports on Monday and disrupted power
supplies and communications in the eastern part of the two countries.
In Romania three Black Sea ports — Navodari, Constanta and Mangalia — and
the Danube River channel of Sulina were closed as temperatures plunged to
10 Celsius below zero (14 F) and winds from the north surged up to 70
kilometers per hour (44 miles per hour). Forty-five ships were stranded by
the closure. Waves were up to 10 meters (33 feet) high out at sea, said
Constanta's port captain, Alexandru Mezei.
In Bulgaria, the winds cut power lines to dozens of villages in the
northeastern part, said civil defense officials. Eleven villages in the
area were without electricity on Monday, down from 72 over the weekend."
