Upwards of an inch of coated central & western NC Wednesday into
Thursday morning, Duke Power estimated 1.2 customers (thats stores &
houses, not people-> much higher) without power. This figure supercedes
Hugo's aftermath. It will take up to 2 weeks to restore all power.
NC is under a state of emergency. A curfew is in affect in Durham.
For those on the East Coast, WBT can be heard on AM radio at 1110 at
nighttime. This is dependant on ship & weather factors, but i have had
good reception the last 2 nights.

Subject: (nw va) 6", & about finished
Winchester VA
Snow started about 11:30pm Wed, & was 2" deep at 3am. I measured 6" at
11am, The steadiest snow is now east of the region. A few snow showers
remain over the WV mountains. Little new snow accumulation is expected.
Snow Plan A, (suggesting use of snow tires & officially calls for
salting operations to begin), was placed in affect for my city at
12:25am. It was upgraded to Snow Plan B at 9:30am. That officially puts
plowing in affect (although it had started about 2am). It also requires
the Snow Emergency Routes to be clear of parked, stuck & disabled
vehicles. It mandates the use of chains or snow tires. It is only the
2nd time since the current police chief has been here (about 5 years)
that it has been placed in effect.
Winchester city crews have just begun plowing the more important
secondary streets.
Virtually all schools in the northern 1/2 of VA, eastern WV, and most
of MD were closed today. The 1st system to announce in the Washington
area was Montgomery Co MD (in time for the 11pm newscast and 3 hours
before the roads were bad. Washington DC schools were the last, about
8am, frustrating those who made the effort to show up.
In the Baltimore/Washington area, most locations had 6-8". The reports
are compiled in the 10 to 11am time range.
Mid & Late AM snowfall & ice reports from VA

With the bulk of the precip now east, the warnings had been cancelled
about Noon. In northern VA & central MD, they will expire at 3pm. In SE
VA, they are set to expire in the "early afternoon" hours.

in a few days.
