* Earthquake Insurance Bill
Senator Stevens is planning on re-introducing a bill this Congressional
session which would make
earthquake and natural disaster insurance more affordable. The bill would
create a Natural Disaster
Insurance Corp. The Corp. would provide reinsurance coverage for
hurricanes, earthquakes,
volcanic eruptions, tsunamis, windstorms and wildfires. This reinsurance
concept would reduce the
risk to insurers and thus lower the rates for consumers.

Stratwarm Alert Exists Stratwarm Monday
Comment: Strong minor warming is in progress. The temperature
gradient is reversed in the upper stratosphere.

   => OCHA Situation Report No. 4 India - Earthquake 28 January 2001

1. The Indian Government has not made an appeal for international
assistance. However, as a matter of policy, assistance offered as a matter
of international solidarity in such cases is gratefully accepted.

2. The Government of India received offers of assistance from a large
number of foreign countries and agencies following the devastating
earthquake in Gujarat. The Government of India has decided that while
there will be no appeal for seeking assistance, all offers made
voluntarily will be gratefully accepted.

Priority in India is for items required for search and rescue operations
such as sniffer dogs, electronic equipment for searching for bodies and
cutting concrete slabs, communication equipment, as well as mobile
surgical operation theatres and other medical hardware. Offers for supply
of clothes and tents will be accepted if they can be airlifted to
Ahmedabad. Medical and rescue teams will be welcomed provided they come in
their own aircraft.

Coordination of earthquake relief is being done by the Disaster Management
Group in the Ministry of Agriculture, New Delhi. The officers in charge
are Mr. Purukayasth, Commissioner, Natural Disaster Management, Ministry
of Agriculture and Ms. Rita Sharma, Joint Secretary, Ministry of
Agriculture (Telephone number: + 91 11 338 2219 (Office), + 91 11 338 5574
or + 91 11 338 9453 (Control Room), Facsimile number: + 91 11 338 4555).

Those desirous of sending relief items as indicated above are advised to
get in touch with the nearest Indian Mission.

Situation and Damage

3. Though the figures are not officially confirmed, media reports that
about 20,000 or even more people have died and thousands are missing. It
is also reported that some 200,000 people have been left homeless. Bhuj,
housing some 150,000 people, is the worst affected city where 10,000
people have reportedly been killed. Several aftershocks, the strongest of
the series measuring 5.9 on the Richter scale, are hampering rescue and
relief activities.

4. While the overall extent of damage is still unclear, substantial
destruction has occurred across Gujarat. According to the latest report
received from the Office of the United Nations Resident Coordinator, two
high rise buildings have collapsed in Ahmedabad. In Bhuj, 50 per cent of
buildings have been destroyed and 95 per cent are no longer habitable.
There is no electricity and no water in the entire town of Bhuj. Rajkot
and Patan have also been severely affected.

5. The airport at Ahmedabad is operational. Bhuj airport is only open for
limited operations. Kandla Port begins receiving ships with relief
supplies.
