The CASI Weather Stations in State College PA recorded the following

This is a new record low wind chill and temperature for this year, and
perhaps for this station, I haven't had a chance to look through the
historical data.
Other local lows this morning:
3°F {at} KUNV (the airport)
3°F {at} KPSU (the penn state ASOS)
The record low, however, at Penn State, was -3 in 1989, so this will not
be broken.
