Winchester (nw) VA
WX Tue 12/19
Snow flurries that began to fall about dawn became a light then moderate
snow from 8am until 5pm. By 5pm, a light snow shower & flurry pattern
resumed until 11pm. Snowfall totalled 4 1/2". The high struggled to
29 (at 2:27pm) and fell off to 21.5 just before midnight. While winds
were light during the event, but increased to 15-20 mph late evening. A
PWG of 24mph at 10:47pm and a low windchill of 12 below at 11:14pm.
Numerous accidents kept the police busy. Listening to the scanners, i
would estimate at any given time that 5 to 10 wrecks were being or
waiting to be investigated. Many were just people sliding off the road.
School administrators had a tough decision whether to send the students
to school. Only 1-3" was forecast from late am to mid afternoon. All
local schools went on time, but let out several hours early as snowfall
intensified. Several busses slid off roadways. As conditions worsened,
the decision was made to keep elementary age students at the respective
schools until buses w/ chains arrived. A normally 2 or 3 hour process
took upwards of 8 hours.
Local city schools had a 2 hour delay Wed, and the county schools were
closed. In fact, many Washington DC area school systems were closed Wed.
