INCIDENT MANAGEMENT SITUATION REPORT
SATURDAY, SEPTEMBER 30, 2000 - 0900 MDT
NATIONAL PREPAREDNESS LEVEL II
CURRENT SITUATION:
Initial attack activity was moderate in the Southern, Southwest and Eastern
Great Basin Areas. One new large fire was reported in the Northern
California Area. Hot, dry weather will continue to keep fire danger high in
Texas and Oklahoma through the weekend. Winds will increase fire danger in
southeast Idaho and portions of Montana as Pacific moisture moves into the
Northwest. Mobilization of resources through the National Interagency
Coordination Center was minimal. Very high to extreme fire indices were
reported in Oregon, California, Montana, North Dakota, Utah, Idaho, Wyoming,
Arizona, Nebraska, Arkansas and Oklahoma.
NORTHERN CALIFORNIA AREA LARGE FIRES:
WEINSTEIN, Tehama-Glenn Ranger Unit, California Department of Forestry. This
fire is west of Red Bluff, CA. A State Incident Management Team (Poston) is
assigned. Current threats are to a microwave site. Burnout operations are in
progress.
SOUTHERN AREA LARGE FIRES:
GULLY SLOUGH, McFaddin National Wildlife Refuge. This fire is burning on
private and federal land 45 miles east of Houston, TX. No new information
was reported.
NORTHERN ROCKIES AREA LARGE FIRES:
VALLEY COMPLEX, Bitterroot National Forest. A Type II Incident Management
Team (Furlong) is assigned. These fires are seven miles south of Darby, MT.
The complex consists of the Blodgett, Skalkaho, Bear, Taylor, Taylor Spot,
Hilltop, Razor, Fat, and Mink fires. Cooler, moist weather slowed fire
activity. Helicopter bucket work continues on the Fat, Taylor and Mussigbrod
fires. Monitoring of uncontained fire perimeters continues. Contour falling
and wattle placement continues in the Laird Drainage.
EASTERN GREAT BASIN AREA LARGE FIRES:
CLEAR CREEK COMPLEX, Salmon-Challis National Forest. A Type II Incident
Management Team (Carr) is assigned. This complex consisting of the Clear
Creek and Marlin Springs fires, are ten miles west of Salmon, ID. Some
smoldering in the heavy fuels has been observed. Crews continue with mopup.
Helicopters are supporting as needed with bucket drops. Burned Area
Emergency Rehabilitation projects continue.
OUTLOOK:
*** A FIRE WEATHER WATCH IS POSTED FOR PORTIONS OF SOUTHEAST IDAHO FOR
STRONG WINDS ***
*** A FIRE WEATHER WATCH IS POSTED FOR PORTIONS OF CENTRAL, NORTHERN AND
EASTERN MONTANA FOR STRONG WINDS, HIGH FIRE DANGER AND LOW HUMIDITY ***
A deep plume of Pacific moisture will spread over northern Idaho and most of
Montana with cooler temperatures. Steady wetting rain will begin over north
and central Idaho spreading into most of Montana Saturday night.
Temperatures will be in the upper 70's. In advance of this system west winds
will be 20 to 30 mph across Montana and southeast Idaho, with gusts up to 35
mph in southeast Idaho. Minimum relative humidity will be 20 to 30 percent
in the watch areas.
A weak low off of the southern California coast will drift slowly southwest.
Patchy coastal low clouds or fog in the morning is to be expected, otherwise
it will be sunny. High temperatures will be in the 70's and 80's in the
mountains and along the immediate coast and will reach the 90's to low 100's
in the desert areas. Winds will generally be southwest to west at 10 to 15
mph during the afternoon. Minimum relative humidity will be 8 to 15 percent
in the driest areas and 20 to 35 percent elsewhere.
High pressure will remain over Texas and Oklahoma bringing sunny and dry
conditions. High temperatures will be in the 80's to lower 90's. Winds will
be northeast to southeast at 5 to 10 mph except stronger southwest to west
winds at 10 to 20 mph in the western areas. Minimum relative humidity will
be 25 to 35 percent.

SPONSORSHIP NOTICE
Since 1994, The Sandbagger Corp. has manufactured sandbag filling
machines used by civilian and military agencies the world over for flood
control and back flooding from hurricanes. The United States Air Force,
Army Corps of Engineers and many of the cities in Florida have our
machines for this very purpose. The State of North Carolina bought four
of our machines during Hurricane Floyd. Our machines are currently being
used in Kosovo and have produced over 2,500,000 sandbags to date. We
have two types of machines, gravity fed and motorized. This is a
description of our MA Motorized Auger Model II,
System Components:
Sandbag filling machine to include four (4) filling stations
Safety Grid
Safety Shield
Auger and Agitator
Gas Engine
Hydraulic Motor
Vibrator (optional)
Description: This automated sandbag filling system is used to fill four
(4) sandbags simultaneously. It requires four (4) men to fill sandbags
and one (1) man to operate the front-end loader to keep the 2 cubic yard
hopper full. This unit is capable of filling at least 1600 bags per hour
using unskilled labor. It is also lightweight and pick-up truck
portable. This Sandbagger is equipped with a hydraulic driven
bi-directional auger and agitator to keep wet materials flowing.
Optional towing package available.

=> Fire Funding Clears Hurdle Today
SEPTEMBER 29 -- WASHINGTON, DC: Congressional and White House negotiators
agreed today to provide $12 billion to expand national parks, protect
environmentally sensitive areas, and maintain and improve parks and historic
sites. A Reuters report today notes that the plan to set aside some $2
billion annually over six years was part of a $19 billion bill to fund
federal lands and cultural programs next fiscal year. The bill requires
final approval from both the House and Senate before being sent to the White
House.
"The bill represents an historic breakthrough in conservation funding,''
said George Frampton, head of the White House Council on Environmental
Quality. "In our view it's really a fantastic step forward.''
The negotiated deal was the result of a more ambitious $3 billion-a-year
plan that cleared the House by a wide margin but had stalled in the Senate.
Some supporters of the House-passed plan were upset with the compromise,
which they said resulted from a small minority of senators who insisted on
killing the larger effort. "There is a large bipartisan coalition out there
that is extremely upset,'' said an aide to House Resources Committee
Chairman Don Young, an Alaska Republican.
"The Interior Appropriations Committee has substituted end-of-the-year smoke
and mirrors for the Conservation and Reinvestment Act,'' said Senate Energy
Committee Chairman Frank Murkowski, another Alaska Republican. The interior
spending bill includes $1.6 billion in emergency funds to help Western
states recover from this year's unprecedented fire season. The White House
had threatened to veto the bill, citing anti-environmental riders -- such as
blocks on studying breaching dams in the Pacific Northwest -- but Frampton
said the riders were either removed from the bill or changed to have minimal
effect. The story's online from Yahoo Daily News.
=> Community Shelter Design and Construction Guidance Now Available
Washington, September 29, 2000 -- FEMA recently published a manual with
important information about the design and construction of community
shelters for protection during tornadoes and hurricanes.
The manual has information on both stand-alone shelters and shelters built
inside or attached to a larger building. The shelters are for protection
during the tornado or hurricane and not designed to be used as long-term
disaster recovery shelters.
More information and the manual files in PDF format.
