INCIDENT MANAGEMENT SITUATION REPORT
TUESDAY, SEPTEMBER 26, 2000 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL III

CURRENT SITUATION:

No new large fire were reported nationally. Containment was reached on
three large fires in the Southern Area. Initial attack activity was light
in all areas. Very high to extreme fire indices were reported in Oregon,
Washington, Arizona, Arkansas, California, Montana, Nevada, Oklahoma and
Texas.

SOUTHERN AREA LARGE FIRES:

CHICKEN, Texas State Forest Service. A Type II Incident Management Team
(Ruggiero) is assigned. This fire is 20 miles east of Nacogdoches, TX.
The fire has received precipitation which has aided crews with containment
efforts and mopup. Thick vegetation and deep burning is hampering control
efforts.

ROCKY MOUNTAIN AREA LARGE FIRES:

VALENTINE COMPLEX, Valentine National Wildlife Refuge. This complex of
seven lightning-caused fires is 25 miles south of Valentine, NE. Minimal
fire activity has been observed. Mopup and rehabilitation continues.

SPRING MOUNTAIN, Wind River Agency, BIA. This fire is 35 miles southeast
of Pavillion, WY. No new information to report. This will be the last
report unless new information is received.

NORTHERN ROCKIES AREA LARGE FIRES:

VALLEY COMPLEX, Bitterroot National Forest. A Type II Incident Management
Team (Furlong) is assigned. These fires are seven miles south of Darby,
MT. The complex consists of the Bear, Taylor, Taylor Spot, Hilltop,
Razor, Fat, and Mink fires. Monitoring of the fire perimeter continues.
Crews are making good progress on rehabilitation efforts.

MUSSIGBROD COMPLEX, Beaverhead-Deerlodge National Forest. These fires are
12 miles northwest of Wisdom, MT. The complex includes the Mussigbrod and
Maynard fires. Rehabilitation plans for the main fire area are being
initiated. Road closures continue to be patrolled.

MIDDLE FORK COMPLEX, Beaverhead-Deerlodge National Forest. These fires
are 30 miles southwest of Philipsburg, MT. The complex consists of the
Falls Creek, Cougar Creek, Coyote Springs, Medicine Lake, Skalkaho Pass,
Lick Creek, and Cooper Creek fires. Rehabilitation continues.

EASTERN GREAT BASIN AREA LARGE FIRES:

CLEAR CREEK COMPLEX, Salmon-Challis National Forest. A Type II Incident
Management Team (Carr) is assigned. This complex consists of the Clear
Creek, Marlin Springs, Full Circle, and Sisters fires. Some smoldering
with very little open flame has been observed.

HILLTOP, Lower Snake River District, BLM. This fire is burning in light
fuels and steep terrain five miles east of Boise, ID. Fire growth slowed
due to lower temperatures and higher humidity. Crews concentrated on cold
trailing and mopup.

SOUTHWEST AREA LARGE FIRES:

BLOODGOOD COMPLEX, Gila National Forest. A Fire Use Management Team
(Cook) is assigned. This complex consists of the Bloodgood and the Sierra
fires. These lightning ignited wildfires are being managed to accomplish
resource objectives. Holding actions are being conducted on sections
where the fire has potential to adversely affect Gila Trout habitat. This
will be the last report unless significant activity occurs.

OUTLOOK:

Oklahoma, Texas and the Gulf Coast states can expect sunny skies. High
temperatures will be in the 70's and 80's, with afternoon relative
humidity ranging from 25 to 35 percent. Winds will be from the northwest
at 10 to 15 mph.

High pressure aloft will remain over the Rocky Mountain region, causing a
cool dry airmass to dominate the majority of the western and central
United States. High temperatures will range from the 50's to 70's in the
Pacific Northwest and into the 80's and 90's in southern Oregon and
California. Afternoon minimum relative humidity will range from 15 to 30
percent, except higher along the coast. Winds will be southwest to
northwest at 10 to 15 mph.

=> Smoke Exposure Report Available
SEPTEMBER 26 -- PORTLAND, OR: A research paper on smoke exposure at Western
wildfires, by Timothy Reinhardt and Roger Ottmar, has been made available
from the Pacific Northwest Research Station. Smoke exposure measurements
among firefighters between 1992 and 1995 show that although most exposures
were not significant, between 3 and 5 percent exceeded occupational exposure
limits for carbon monoxide and respiratory irritants. Exposure to benzene
and total suspended particulate was not significant, although the data for
the latter were limited in scope. The highest short-term exposures to smoke
occurred during initial attack of small wildfires, but the shift-average
exposures were less during initial attack than those at extended fire
assignments because of unexposed time during the shift. Among workers
involved in direct attack of actively burning areas and maintaining fireline
boundaries, peak exposure situations could be several times greater than
recommended occupational exposure limits for short-term exposures.
The study found that exposure to acrolein, benzene, formaldehyde, and
respirable particulate matter could be predicted from measurements of carbon
monoxide. Electrochemical dosimeters for carbon monoxide were the best tool
for routinely assessing smoke exposure, so long as quality assurance
provisions were included in the monitoring program. Suggested procedures for
reducing overexposure to smoke include (1) hazard awareness training, (2)
routinely monitoring smoke exposure, (3) evaluating health risks and
applicable exposure criteria, (4) improving health surveillance and injury
recordkeeping, (5) limiting use of respiratory protection when other
mitigation is not feasible, and (6) involving workers, managers, and
regulators to develop a smoke exposure management strategy. The 72-page
paper is online in PDF format, and hard copies of the report are available
from Diane Smith at (503)808-2127. The Pacific Northwest Research Station is
also online.

Since 1994, The Sandbagger Corp. has manufactured sandbag filling
machines used by civilian and military agencies the world over for flood
control and back flooding from hurricanes. The United States Air Force,
Army Corps of Engineers and many of the cities in Florida have our
machines for this very purpose. The State of North Carolina bought four
of our machines during Hurricane Floyd. Our machines are currently being
used in Kosovo and have produced over 2,500,000 sandbags to date. We
have two types of machines, gravity fed and motorized. This is a
description of our MA Motorized Auger Model II,
System Components:
Sandbag filling machine to include four (4) filling stations
Safety Grid
Safety Shield
Auger and Agitator
Gas Engine
Hydraulic Motor
Vibrator (optional)

Description: This automated sandbag filling system is used to fill four
(4) sandbags simultaneously. It requires four (4) men to fill sandbags
and one (1) man to operate the front-end loader to keep the 2 cubic yard
hopper full. This unit is capable of filling at least 1600 bags per hour
using unskilled labor. It is also lightweight and pick-up truck
portable. This Sandbagger is equipped with a hydraulic driven
bi-directional auger and agitator to keep wet materials flowing.
Optional towing package available.
