Puerto Rico
...TROPICAL STORM DEBBY MOVING A LITTLE FASTER TOWARD THE LEEWARD
ISLANDS...
...WATCHES AND WARNINGS...
...A HURRICANE WATCH IS IN EFFECT FOR ALL OF THE U.S. VIRGIN ISLANDS
AND PUERTO RICO...
...SMALL CRAFT IN THE U.S. VIRGIN ISLANDS AND PUERTO RICO SHOULD NOT
VENTURE FAR FROM PORT...
THIS STATEMENT IS FOR RESIDENTS AND VISITORS OF THE U.S. VIRGIN
ISLANDS AND PUERTO RICO.
...STORM UPDATE...
AT 800 AM AST...THE CENTER OF TROPICAL STORM DEBBY WAS LOCATED NEAR
LATITUDE 15.7 NORTH...LONGITUDE 55.3 WEST...OR ABOUT 400 MILES EAST
OF THE LEEWARD ISLANDS OR ABOUT 630 MILES EAST-SOUTHEAST OF ST CROIX
...OR ABOUT 650 MILES SOUTHEAST OF ST THOMAS...OR ABOUT 675 MILES
EAST-SOUTHEAST OF VIEQUES...OR ABOUT 730 MILES SOUTHEAST OF SAN
JUAN. DEBBY WAS MOVING TOWARD THE WEST-NORTHWEST AT NEAR 20 MPH...
AND THIS MOTION IS EXPECTED TO CONTINUE TODAY. MAXIMUM SUSTAINED
WINDS ARE NEAR 50 MPH WITH HIGHER GUSTS. SOME STRENGTHENING IS
FORECAST DURING THE NEXT 24 HOURS. TROPICAL STORM FORCE WINDS EXTEND
OUTWARD UP TO 145 MILES FROM THE CENTER. THE ESTIMATED MINIMUM
CENTRAL PRESSURE IS 1001 MB OR 29.56 INCHES OF MERCURY.
...WIND IMPACTS...
TROPICAL STORM DEBBY IS FORECAST TO STRENGTHEN DURING THE NEXT 24
HOURS AND COULD BECOME A HURRICANE BY TUESDAY. THE PROJECTED PATH
AND SPEED SHOULD TAKE THE CORE OF THE STORM INTO THE LEEWARD ISLANDS
TUESDAY MORNING...REACHING THE U.S. VIRGIN ISLANDS BY TUESDAY
AFTERNOON...AND THEN PUERTO RICO TUESDAY NIGHT. REMEMBER...IT IS
IMPORTANT NOT TO FOCUS ON THE PRECISE TRACK OF THE CENTER...SINCE A
TROPICAL STORM OR HURRICANE IS NOT A POINT AND DESTRUCTIVE WINDS
COVER A WIDE SWATH. THE ONSET OF TROPICAL STORM FORCE WINDS IN THE
U.S. VIRGIN ISLANDS SHOULD BE LATE TUESDAY MORNING...WITH THE ONSET
OF HURRICANE FORCE WINDS EARLY TUESDAY NIGHT. THE ONSET OF TROPICAL
STORM FORCE WINDS IN EASTERN PUERTO RICO SHOULD BE EARLY TUESDAY
AFTERNOON...WITH THE POSSIBLE ONSET OF HURRICANE FORCE WINDS BY LATE
TUESDAY NIGHT.
...STORM TIDE IMPACTS...
SURF AND TIDES WILL INCREASE ACROSS THE COASTS OF THE U.S. VIRGIN
ISLANDS AND PUERTO RICO BY TUESDAY MORNING. VERY HIGH SURF...
COASTAL FLOODING...AND BEACH EROSION COULD BE POSSIBLE IF TROPICAL
STORM DEBBY ATTAINS HURRICANE INTENSITY. ABOVE NORMAL TIDES...
ACCOMPANIED BY LARGE AND DANGEROUS WAVES ARE EXPECTED NEAR AND TO
THE NORTH OF WHERE THE TROPICAL STORM OR HURRICANE INTERACTS WITH
THE LOCAL ISLANDS. THE THREAT OF COASTAL FLOODING IS ALWAYS GREATER
NEAR THE TIME OF HIGH TIDE.
THE TIMES OF NEXT HIGH TIDES FOR TODAY AND TONIGHT:
CHRISTIANSTED ST CROIX: 118 PM THIS AFTERNOON AND 939 PM TONIGHT
MAGENS BAY ST THOMAS: 128 PM THIS AFTERNOON AND 1253 AM TUESDAY
SAN JUAN PUERTO RICO: 144 PM THIS AFTERNOON AND 109 AM TUESDAY
...MARINE IMPACTS...
AS DEBBY APPROACHES THE LOCAL AREA...THE STRONGEST WINDS WILL
INITIALLY BE FELT OVER THE COASTAL AND OFFSHORE WATERS OF THE U.S.
VIRGIN ISLANDS WITH SUSTAINED WINDS POSSIBLY INCREASING TO 65 KNOTS
WITH GUSTS TO 80 KNOTS AND SEAS POSSIBLY BUILDING TO 15 TO 25 FEET
BY LATE TUESDAY AFTERNOON OR TUESDAY NIGHT...WITH THESE CONDITIONS
SPREADING WEST ACROSS THE REMAINDER OF THE LOCAL WATERS. MARINERS
SHOULD CHECK MOORINGS NOW WHILE CONDITIONS ARE STILL BENIGN.
MARINERS SHOULD NOT ATTEMPT TO RIDE OUT THIS STORM ONBOARD THEIR
VESSEL.
...RAINFALL AND FLASH FLOOD POTENTIAL...
TROPICAL STORMS AND HURRICANES OFTEN PRODUCE EXCESSIVE RAINS AS THEY
TRACK NEAR OR OVER THE U.S. VIRGIN ISLANDS AND PUERTO RICO...
RESULTING IN FLASH FLOODING OF GUTS...RIVERS AND STREAMS AND
PRODUCING MUDSLIDES AND LANDSLIDES. A LARGE BAND OF SHOWERS AND
THUNDERSTORMS MOVING OUT WELL AHEAD OF DEBBY...MAY MOVE INTO THE
U.S. VIRGIN ISLANDS EARLY THIS AFTERNOON...AND PUERTO RICO TONIGHT.
THIS COULD RESULT IN SOME LOCAL FLOODING PROBLEMS WELL OUT AHEAD OF
THE STORM.
...PREPAREDNESS ACTIONS...
REMEMBER THAT A HURRICANE WATCH MEANS THAT HURRICANE CONDITIONS ARE
POSSIBLE IN 36 HOURS OR LESS. RESIDENTS AND VISITORS OF THE U.S.
VIRGIN ISLANDS AND PUERTO RICO MUST KEEP ABREAST OF ALL FUTURE
NATIONAL WEATHER SERVICE STATEMENTS AND ADVISORIES ON DEBBY BY
STAYING TUNED TO NOAA WEATHER RADIO...AND LOCAL TV AND RADIO.
IF THE DANGER OF HURRICANE FORCE WINDS BECOMES IMMINENT...A
HURRICANE WARNING MAY BE ISSUED. MEANWHILE...UNDER A HURRICANE WATCH
YOU SHOULD KEEP ALERT AND IGNORE RUMORS AND WHILE THERE IS STILL
TIME...YOU SHOULD MAKE IMPORTANT PRELIMINARY PLANS TO PROTECT LIFE
AND PROPERTY.

=> Wildland Firefighting Retirees Offer Valuable Experience and Leadership
AUGUST 19, 7:00 p.m. -- BOISE, IDAHO: Every year retirees from the wildland
firefighting community return to support fires. But this year, with
resources stretched thin, their contributions are needed more than ever.
"We are in the midst of one of the worst fire seasons in decades," said
Forest Service Chief Mike Dombeck. "I am very appreciative of those retirees
who are already helping us in this emergency situation, but we need more
help and are looking to you, with your longevity of Forest Service
experience, to assist us in any way that you can in this emergency."
Help is needed primarily from retirees seasoned in wildfire suppression and
ICS. However, in his August 15 letter , Dombeck requested assistance in
"helping us continue the daily business of the agency as employees are
called up for fire support."
Generally, retirees come back to work through the Pay Plan for Emergency
Workers (AD Pay Plan). This year, the Forest Service has received special
waivers from the Office of Personnel Management allowing retirees to be
hired temporarily as reemployed annuitants without a reduction in their
annuities, or the triggering of payback requirements for employees who
retired under the March 1995 buyout. Interested retirees with current fire
credentials should contact their local Forest Service office.
They can provide details on employment opportunities and hiring authorities
that apply, verify applicable Incident Command System (ICS) Qualifications
are met, complete necessary paperwork and forward the retiree's information
to the appropriate office. If a retiree does not have current fire
credentials, they may be assigned initially to a team as a trainee.
Depending on the type of position, retirees who will be working at fires may
have to pass a physical test, but there are a variety of support, management
and training positions available for those who are less physically fit.
Retirees can also be hired by state or local governments or private
contractors; some retirees are even forming their own companies, Incident
Command Teams, logistics and operations services, and contracting for work
with government agencies.
