=> USA Fire Report and Forecast

INCIDENT MANAGEMENT SITUATION REPORT
FRIDAY, JULY 21, 2000 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL III

CURRENT SITUATION:

New large fires were reported in the Rocky Mountain, Eastern Great Basin,
Southern California, and Southern Areas. Continued high fire danger,
strong winds and forecast dry lightning will keep initial attack forces
busy east of the Cascade Range and in the Great Basin. Containment goals
were reached on fires in Montana, Nevada, Utah, Wyoming and Colorado.
Aircraft, crew, equipment and overhead mobilization through the National
Interagency Coordination Center was moderate. Very high to extreme fire
danger indices were reported in all the western states and in Alabama.

EASTERN GREAT BASIN AREA LARGE FIRES:

CLEAR CREEK, Salmon-Challis National Forest. A Type I Incident Management
Team (Carvelho) is assigned. This fire is northwest of Salmon, ID. Rain
on parts of the fire in the morning reduced activity, but with warming
temperatures and lower relative humidity later in the day, the fire became
active. Indirect dozer lines are completed on the east side of the fire.
A burnout operation is underway on the northwest perimeter.

BURGDORF JUNCTION, Payette National Forest. A Type I Incident Management
Team (Hefner) is assigned. The fire is 27 miles north of McCall, ID.
Afternoon cloud cover limited fire spread and allowed crews to make good
progress on construction of firelines on the northwest flank. Impediments
to containment include rugged terrain, heavy fuel loading and dense stands
of spruce and fir. One firefighter was hit by a falling snag and
seriously injured.

MEADOW, Lower Snake River District, BLM. This fire, 25 miles southeast of
Jordan Valley, OR, was ignited by lightning on 7/18. The fire doubled in
size yesterday afternoon. The south flank is the most active, while the
north flank is relatively quiet. There are ranches in the area but none
are immediately threatened.

SANDAL, Northwest Utah State. This fire is 35 miles west of Logan, UT
near the Golden Spike National Monument. Fire whirls and radical fire
behavior occurred while crews were conducting a burnout operation.
Spotting continues to be a problem.

BARE CANYON, Targhee National Forest. This timber fire is 32 miles west
of Dubois, ID. The fire once again received some precipitation. Fire
activity has been minimal.

WESTERN GREAT BASIN AREA LARGE FIRES:

BERNDT, Battle Mountain Field Office, BLM. A Type II Incident Management
Team (Burdick) is assigned. This fire is 15 miles north of Austin, NV.
Fuels are sagebrush, pinyon pine and juniper. Extreme fire behavior
including fire whirls and rapid rates of spread has deterred containment
efforts. The fire burned through retardant line in several places.
Current threats are to livestock and a communications site.

BEOWAWE, Elko Field Office, BLM. A Type II Incident Management Team
(Ostman) is assigned. This fire is burning in grass and sagebrush 40
miles west of Elko, NV. Crews and dozers have been able to construct over
five miles of fireline, supported by retardant and helicopter bucket
drops.

PRINCE ROYAL COMPLEX, Winnemucca Field Office, BLM. A Type II Incident
Management Team (Suwyn) is assigned. These fires are burning in grass and
sagebrush three miles south of Imlay, NV. Despite very dry fuels and
difficult terrain, firefighters have been able to make good progress for
the second day in a row. Mopup operations and patrol of the fire's
perimeter will continue today.

AURORA, Humboldt-Toiyabe National Forest. This lightning-caused fire is
burning northeast of Bridgeport, CA near the Aurora Mine. Containment was
expected late last night. Some demobilization is in progress.

NORTHERN ROCKIES AREA LARGE FIRES:

A Type II Incident Management Team (Swope) is managing the staging area in
Missoula, MT.

LITTLE BLUE, Bitterroot National Forest. A Type I Incident Management
Team (Frye) is assigned. This fire is 25 miles southwest of Darby, MT.
Interior burning increased and occasional torching was observed in the
afternoon as temperatures warmed. Obstacles to containment include rugged
terrain and difficulty in securing anchor points on the west half of the
fire.

SEELEY COMPLEX, Lolo National Forest. A Type II Incident Management Team
(Corbin) is assigned. This complex is 34 miles northeast of Missoula in
the Seeley Lakes area. Crews continue to construct fireline on three of
the fires in this complex. Five fires are contained; four are unstaffed
and have been placed in monitor status. Lack of road access to the fire
area is slowing suppression efforts.

ROCKY MOUNTAIN AREA LARGE FIRES:

BIRCHER, Durango Dispatch Center Counties. A Type II Incident Management
Team (Hartman) is assigned. This fire started in Montezuma County, CO and
spread into Mesa Verde National Park. The Morefield Campground along the
park road is threatened. The cause of the fire was lightning.

SWITCHBACK, Craig District, BLM. This fire is seven miles east of
Rangely, CO. It was ignited by lightning on 7/17 and grew from 20 acres
to 350 acres yesterday afternoon. The fire is largely inaccessible to
engines. Low relative humidities and dry fuels are contributing to fire
growth.

CITADEL, Craig District, BLM. The fire is burning in pinyon pine, juniper
and sagebrush 16 miles northwest of Meeker, CO. Crews are making progress
on fireline construction. The burnout operation to protect structures was
successfully completed. Despite strong winds and high temperatures, the
fire has exhibited very little spread in the past day.

RED CANYON, Rawlins District, BLM. This fire is burning in thick
sagebrush and grass near Lander, WY. Two abandoned structures have been
confirmed destroyed.

NORTHWEST AREA LARGE FIRES:

WHITE RIDGE #1, Southeast Washington State Forestry. A Type II Incident
Management Team (Johnson) is assigned. This lightning-caused fire is 35
miles west of Yakima, WA. Containment obstacles include snags, unburned
fuel within the fire perimeter and a predicted increase in winds today. A
commercial timber sale area is threatened on the east side of the fire.

2 HORSE MOUNTAIN, Prineville District, BLM. The fire, which was ignited
by lightning on 7/18, is burning in grass, sagebrush, pinyon pine and
juniper 45 miles northeast of Prineville, OR. Burnout operations are
currently underway. Evacuation of Pine Creek Ranch and Camp Hancock is
still in effect. The fire grew significantly toward the south and
southeast. A portion of the fire is within the Sheep Basin Wilderness
Study Area.

ALDERDALE, Washington State Lands. The fire is burning in sagebrush fuels
in Klickitat County. Containment was expected last night. No new
information was received.

NORTHERN CALIFORNIA AREA LARGE FIRES:

GOAT, Lassen-Modoc Ranger Unit, California Department of Forestry. This
fire is burning in timber with brush understory eight miles northwest of
Susanville, CA. Structure protection operations around Lake Forest
Estates have been successful. Wind gusts and very low relative humidities
are causing spotting problems.

OUTLOOK:

*** A RED FLAG WARNING IS POSTED IN NORTHEAST OREGON FOR DRY LIGHTNING ***

*** A RED FLAG WARNING IS POSTED IN WESTERN WYOMING FOR VERY LOW RELATIVE
HUMIDITIES, HIGH TEMPERATURES, A DRY UNSTABLE AIR MASS AND GUSTY AFTERNOON
WINDS ***

*** A FIRE WEATHER WATCH IS POSTED IN SOUTHEAST WASHINGTON AND THE
COLUMBIA RIVER BASIN OF OREGON FOR DRY LIGHTNING ***

*** A FIRE WEATHER WATCH IS POSTED IN SOUTHWEST IDAHO FOR LOW HUMIDITIES,
HIGH HAINES INDEX AND INCREASING RIDGE TOP WINDS THIS AFTERNOON ***

The monsoon moisture is now along the southern states of the west. There
is still enough moisture for scattered showers and thunderstorms across
Montana, Wyoming and Colorado. The upper level trough moving into the
Pacific Northwest will strengthen the thermal trough over Idaho and
eastern Washington and Oregon.

Eastern Oregon, eastern Washington, Idaho, and Nevada will be mostly
sunny. There is a slight chance of afternoon high-based thunderstorms in
central and northeast Oregon, eastern Washington, and on the border of
Idaho. High temperatures will be in the mid 90's to 105 in the valleys
and in the 80's in the mountains. Winds will be southeast to southwest at
5 to 15 mph, except in north and central Nevada where winds will be
southwest with gusts to 35 mph. Minimum relative humidities will range
from 5 to 20 percent.

Montana and Wyoming will be partly cloudy with isolated afternoon showers
and thunderstorms. High temperatures will be in the mid 80's to lower
90's at lower elevations and from the mid 70's to lower 80's in the
mountains. Winds will be variable at 5 to 15 mph, with higher gusts in
western Wyoming. Minimum relative humidities will be from 15 to 30
percent.

Utah will be mostly sunny. High temperatures will be in the 80's and
90's, with a high near 106 in the desert areas. Winds will be south to
southwest at 10 to 20 mph. Relative humidity will be 3 to 13 percent in
deserts and 10 to 20 percent elsewhere.

Colorado will be partly cloudy with isolated to widely scattered afternoon
showers and thunderstorms. High temperatures will be in the 70's and 80's
in the mountains and up to the 90's at lower elevations. Minimum relative
humidities will be from 15 to 30 percent. Winds will be upslope and up
valley at 5 to 15 mph.

The following information was provided at an excellent session on the
subject on Wed 19 Jul 2000. Among the speakers were Duane Gubler (CDC),
Perry Smith (NYS), Tracy McNamara (Bronx Zoo), & Marcelle Layton (NYC).

Humans & horses
- -------------------------
So far during the year 2000, 200 human cases of encephalitis have been
tested for WNV from the New York area. None has been positive for WNV, &
no horses either.

Birds
- -------
14 000 dead birds have been reported so far, compared with 17 000 in the
whole of 1999. Out of 800 crows found dead since 22 May 2000, 14 have been
positive, distributed from Rockland & Westchester Counties in the north to
Richmond County in the south, & from eastern New Jersey to western Long
Island, NY.

Mosquitoes
- ----------------
2 mosquito pools were positive, both in NY state: one of _Aedes japonicus_
collected in late June in Westchester Co., north of the City, the other of
_Culex pipiens_ collected in early July in Suffolk Co. (eastern Long
Island). _A. japonicus_ is a recently established import. Both species
have been shown to transmit WNV.

My information is that Pound Ridge, Westchester Co., where a suspect
positive dead crow was found, is currently being sprayed. All indications
are that this mosquito season is going to see spread of WNV. Residents &
visitors to the greater NY area should take precautions against mosquito
bites.

Sandia chem-bio decon foam licensed to Modec

ALBUQUERQUE, N.M. - Sandia National Laboratories today announced that
its
foam for the rapid decontamination of chemical and biological warfare
agents
has been licensed to Modec Inc., a Denver company specializing in
mass-casualty response systems for weapons of mass destruction.
The nonexclusive license agreement gives Modec access to the foam's
formulation and rights to manufacture and sell products based on the
formulation in all fields of use. The formulation has been under
development
at Sandia, a U.S. Department of Energy national laboratory, since 1997.
Modec designs and manufactures complete biological and chemical
decontamination systems for use by US government agencies and state and
local authorities. (See www.massdecon.com.)
The Sandia formulation neutralizes both chemical and biological agents
and
can begin decontaminating a disaster scene even before a specific
contaminant has been identified. It is nontoxic, noncorrosive, and
environmentally friendly. The basic formulation could be deployed as a
foam,
mist, fog, spray, or liquid. (For more information, see
www.sandia.gov/media/cbwfoam.htm.)

National Fire Academy Program Notice

Volunteer Incentive Program:
Pilot Optional Admissions Opportunity

The U. S. Fire Administration's National Fire Academy (NFA) is pleased to
announce an optional admissions opportunity for the Volunteer Incentive
Program (VIP). In response to requests from participants in the VIP to
include municipal and/or government partners in NFA training programs, we
are initiating an admissions option to give special consideration to
volunteer officers who include an application to attend the same
course/class session for their elected officials, i.e., city managers,
elected board members, town/borough council members, village selectmen,
township supervisors, or other allied professionals who are not fire service
members. We will implement this procedure with the FY01 delivery cycle.

The rationale for this additional criterion is in support of the USFA
Mission Statement, particularly the Training component (star), which
promotes the professional development of the fire and emergency response
community and its allied professionals. It also reaffirms one of the areas
in the Action Plan (Advocacy, Partnerships & Marketing) that stresses that
the U. S. Fire Administrator and senior USFA staff must effectively address
issues of representation and advocacy among Federal agencies and public and
private local, state, national and international entities. It is another
indication of how the NFA supplements and supports State and local fire
service training programs, while at the same time delivering educational and
training courses having a national focus.

It is hoped that this opportunity will encourage allied professionals, who
interact with the volunteer fire services on a regular basis, to understand
and appreciate the challenges they face in the areas of leadership and
administration, resource management, planning, and prevention and risk
management.

For more information, please see the USFA web site at
http://www.usfa.fema.gov/nfa/pn072000.htm

PROGRAM NOTICE
Off-Campus Initiatives

The United States Fire Administration's National Fire Academy (NFA) is
working on a number of off-campus initiatives to provide better customer
service to its field constituencies. These changes are in direct response to
requests from, and dialogue with, State and metropolitan fire service
training systems over the past several years.

Two-day courses will be made available in hand-off format at the same time
they are available for selection in Direct Delivery (DD) and State Weekend
Programs (SWP). Train-the-Trainer classes held In-State will be available
for selection on the course call menu at the same time the course is
available for DD or SWP. States may choose either the regular DD/SWP or the
In-State Train-the-Trainer for new courses coming on-line. This initiative
provides hand-off programs to Train-the-Trainer organizations up to 2 years
earlier than the current system provides.

NFA will send Program Notices out by e-mail first, followed by hard copy
mailing. This initiative guarantees faster delivery by providing end users
with up to 7 more days of planning time.

NFA will be using the compact disk (CD) format more frequently to distribute
its program materials. State fire training organizations, Train-the-Trainer
organizations, and NFA contract instructors will continue to receive program
materials on CD.

State fire service training agencies will be enfranchised to make additional
offerings of NFA classes. States may also have some of their courses
endorsed as NFA-equivalent classes to facilitate their exchange among State
programs. Special funding has been provided, and the application forms were
delivered to you under separate cover.

National Technical Information Service (NTIS), formerly the National
Audiovisual Center, will continue to be NFA's main distribution mechanism
for its course materials. NTIS will begin to make NFA materials available in
CD-ROM format. NFA is exploring other CD delivery options as well.

These initiatives are all in various stages of development and/or
implementation. All of these changes require resources, and often become
program or system dependent before they can be implemented. In the short
run, you may notice an inconsistency in the manner in which these
initiatives can be implemented. As we move into the new millennium, the NFA
will continue to explore innovative ways to better serve its customers.

Point of contact is Kirby E. Kiefer, NFA's Deputy Superintendent. He may be
reached by phone at (301) 447-1083, facsimile at (301) 447-1178, or e-mail
at kirby.kiefer{at}fema.gov.

For more information on these initiatives, please see the U.S. Fire
Administration's web site at http://www.usfa.fema.gov/nfa/pn072000a.htm
